The Ministry of Commerce recently announced on its website that the European Commission has issued its final ruling on the mid-term review of anti-dumping and countervailing duties on Chinese photovoltaic products, deciding to change the form of the measures by replacing the original price undertaking with a lower price ceiling. Implementing a lower export price ceiling means that the implementing country sets a lower price limit; if the export price of another country is higher than the lower price ceiling, no tax is levied; if it is lower than the lower price ceiling, the tax is levied on the difference between the import price and the lower price ceiling. However, industry analysts point out that since it is uncertain what level of price ceiling the EU will ultimately determine, it is currently impossible to judge whether the new model will tighten or loosen regulations for Chinese photovoltaic products.
Wang Hejun, Director of the Trade Remedy and Investigation Bureau of the Ministry of Commerce, pointed out that the China-EU photovoltaic price undertaking is the result of joint efforts by governments and industries under the high-level attention of both sides. China notes that the European Commission, in the mid-term review investigation process, partially incorporated the opinions put forward by the Chinese government, industry organizations, and enterprises, replacing the price undertaking with a lower price ceiling without quantitative restrictions, and gradually lowering the lower price ceiling level. This is a positive step towards promoting the rapid restoration of China-EU photovoltaic trade to a normal market state.
Wang Hejun pointed out that in the past few years, the EU's anti-dumping and countervailing measures on photovoltaic products have objectively caused unnecessary distortions in the EU market, which is neither in China's nor the EU's interest. China hopes that the EU will terminate these measures as soon as possible, providing a more stable and predictable business environment for cooperation between the two industries and achieving mutual benefit for both sides.
